Andrew, They are not *meant* to cancel a service with an active order/modification against it; however we also arrange an exchange based divert to a temporary phone number just in case.
We've been burn't also a number of times by this and currently fighting Telstra to get a customers number back because it was disconnected in October last year even though it was mid port and had an Exchange based divert active yet now it's cancelled but the forward still works - Go Figure!
