Description: 
The phrase "or applies globally" is meaningless.  The rules in this
section, including this one, are only referred to in the production comment
actions, or indirectly from other rules.  There is no other mention of them
in the standard, so there is no such thing as "applies globally".  
Desired Action: 
Delete ", or applies globally"
