* General news

The call on Monday July 10 will be a Webex meeting.

Geoff reported back on the WG14 meeting.  The decisions made on our latest
C23 ballot comments were as follows.

Bug 1022 (fputwc) accepted

Bug 1614 (mktime tm_year/tm_wday) accepted (with an extra change for timegm)

Bug 1647 (printf %lc) accepted option 1

We will circle back to these issues after the d3 issue resolution.

There is no ambiguity in the current wording. Making this change
would be a huge amount of work for almost no gain (and standard
output is just the tip of the iceberg).

    Delayed-expansion macros after the <equals-sign> in a macro
    definition shall not be evaluated until the defined macro is
    used in a rule or command, or before the <equals-sign> in a
    macro definition.
to:
    Delayed-expansion macros after the <equals-sign> in macro
    definitions other than the :::=, !=, and += forms, and after
    the <equals-sign> in += form macro definitions where the macro
    named by string1 exists and is a delayed-expansion macro, shall
    not be evaluated until the defined macro is used in any of the
    following ways:

        in a rule or command

        before the <equals-sign> in a macro definition

        after the <equals-sign> in a :::= or != form macro definition

        after the <equals-sign> in a += form macro definition where
        the macro named by string1 exists and is an immediate-expansion
        macro.
