The steps you describe are similar to those I manually walked through
when wikifying the wg.
If I remember correctly I in addition used some sophisticated regex
replace procedure to get the pic file names generated directly from the
captions, so the numbering was exactly the same in the odt and the wiki
file name.
This worked of course only with pics which had a (numbered) caption, but
this was far the majority. All the remaining small icons received a
sequential number and that's it.
But in the end, it looks promising.
