This is deliberate. I set the styles up that way. Many people hate blank
pages in PDFs. Indeed, I have seen many printed books done that way,
too. It only looks strange if you are not used to it.

One possibility, for the V3.3 book, is to keep those pages in the
stand-alone chapter 1 but put them in a section that gets left out when
the full book is compiled (in the same way that the chapter copyright
pages and TOCs are left out).
