The vast majority of new user accounts at ODFAuthors appear to be from would-be spammers. The. Admins have been removing these accounts but it's a lot of work and we've decided that it's much less work for us to set up accounts on request. So we've turned off self-registration. No one needs an account unless they intend to contribute. They can get published docs without an account.
