Admins have been removing these accounts but it's a lot of work and we've decided that it's much less work for us to set up accounts on request. So we've turned off self-registration. No one needs an account unless they intend to contribute. They can get published docs without an account. I'll be updating the main pages and other places to give the revised instructions. Jean
