"Writer Basics" has been replaced by "Introducing Writer". The latest version of that file is here:

However, as Daniel says, it will have to go through a few more reviews before it is authoritative. I'm not sure why it's not on the review list. (Perhaps someone is reviewing it?) I'll put it on the list again.
I will remove the old "Writer Basics" chapters, to avoid further confusion. If I recall correctly, the change in name took place during the leadup to RegiCon, and I probably did not tell the list about it. Sorry!
