Yes, that is what I mean.
This happened just a few days ago when I installed it.
If it didn't load on your in the taskbar, I am confused, because that
is what is supposed to happen so that the liscense agreement shows up.
IIRC, on my machine the Quickstarter did not load into the taskbar upon
installation (at least, I did not see the icon there), in any of the
recent developer's releases. I do not have the public beta yet, so I
don't know what it will do on my machine. (And it's possible I'm
misremembering what has been happening in recent builds.)
However, upon first starting OOo (from the shortcut on my desktop, which
did appear upon installation), the license agreement and other stuff
showed up before the program ran for the first time.

Sorry, perhaps I am mis spoke. The QS is not there after the install, it
runs and is in your start menu after the first run.
