Click on the content tab. Put a check mark next to the file. Scroll down and click on 'change state'. When the page loads, scroll down, select "retract", and click "save". I don't think that any suggestion other than "near" can be made. It really depends on the particulars of the situation. And in almost all cases there is more than one right answer (e.g. tables vs anchoring). So, my advice is: 1. Read the style guide. 2. Read Writing OOo Guides. 3. Keep the user in mind: Put it where you think it's clearest. 4. Ask about specific cases on-list.
