On Linux, by default, XFCE 4.2 uses those keys to move to the upper/lower workspace, if your workspaces appear on more than one row. By editing the key bindings (in the Window Manager preferences) and removing them for XFCE, I regained control and I can now exhibit the expected behaviour in OOo. So, remove the key bindings for your window manager and it should work. L
