Poor wording - I should have said "Percentage". A font size in a style
can be expressed as a percentage. For character styles this is a
percentage of the paragraph style's font size and for paragraph styles
it is a percentage of the "based on" style's font size.

Similarly, it is also possible to have increments and decrements in font
size +2pt -5pt.

While I was eating lunch, I realised that was probably what you were talking about. :-)
Glad to have it confirmed. That should go into "Styles Reference" I would think.

One of my reasons for suggesting an update is that, in my opinion it
needs another review:
There is a typo on page 2. (Paragraph styles affect *a* an entire
style).
An underlying distinction between paragraph styles and page styles
could/should be mentioned on page 15.
The example for a title page isn't really a title page on pages 20/21
(it is basically the same example as that for New Chapter).
The example of a chapter should use a paragraph style rather than a
manual page break on page 22.
An incorrect/unclear note on page 24.

A review at that level is, IMO, always welcome and it's not too late. All the "published" chapters are up for final checking before final publishing. Major restructuring is a problem at this point, but minor tweaks could be accommodated -- and certainly we want to correct any typos that slipped by Janet and me. If you have time, please feel free to do a review, and do suggest ways to improve the problem areas that you identify.
