What I do is I restart numbering by hand. I click on the "restart 
numbering" button on the numbering toolbar. It seems like the "obvious" 
solution. I can't see the user guide really benefitting from using a 
paragraph style for this.

In fact, I think it would be counter productive. A lot of our volunteers 
come in with minimal or zero knowledge of paragraph styles. Hence, we have 
an interest in keeping the number of paragraph styles small, and the 
instructions on how to use them simple.

Digression:

You will notice in other areas where we purposely choose not everything 
OOo has to offer. In some instances, a feature that would be a great idea 
if we were all experienced OOo users would become counter-prodcutive when 
placed in the reality that many of our volunteers are novices. The most 
recent example of this is the chapter "template". By moving away from a 
.stw file and using .sxw instead we were able to make the instructions 
much simpler. Hence, lowering the barrier of entry one notch.

So, in any event, this is a balancing act. We have to find a balance 
between using OOo features that will make our process smooth, and avoiding 
those that do more harm than good. And the choice is often not obvious.
