When I finally found the State (after I logged in) I clicked it but it did not change then I received an error stating no work flow no change, Then I went back to the site and the state in now visible.
That happens to me a lot. The "state change" works, but the page says it didn't work, and when you go to another page and come back, the change is there.
I put it down to gremlins and don't worry about it.
