I am very interested that there is training material in SA, any help in getting a copy of that would be much appreciated. I intend to register a test center, and yes I will be seeking funding (this is in progress). The plan is to have a fairly low fixed costs operation delivering on-site training or using serviced offices such as the Regus network. I am hoping to achive a per delegate price of just below the full retail of MS Office.

Sounds like an effective way forwards might be to modify the South
African literature (if you can get hold of it) and look at getting an
OOo ECDL test up and running at UK test centres.
Since there won't be any demand for it for a while, you'll probably need
a funding rather than commercial profit model to make some money from
the whole thing.
