AFAIK, for most Windows users (esp. Win XP users), the location 
of the user-defined stuff (including templates) in OOoV2 is *not* 
in fact under the OOo installation directory itself. (This is a 
change from V1.1.X.)

The location of the user-defined info (templates and several 
other things) varies with the version of Windows, and whether 
it's a single-user or multi-user installation. People can find it 
through the Tools > Options > Paths, but as Tim Murray points 
out, all of that is well beyond the understanding of many users.
