The two most common problems are file type and file name.
What file type did you choose when uploading? It must be "File",
not any of the other choices.
Did you change the file name from whatever it was when you
downloaded it for review? If you try to upload a file with the
same name as an existing one, the upload fails.
If you did both of those correctly, and it still doesn't work,
let me know and I'll see what else I can do.
