Hello Pui Lam,
I just made a change to the Chinese folder. I don't think there should
be any adverse effects, but I'd like you to take a look and let me
know if you find any problems.
I removed some permissions because after testing for some time, it
looks like they are not really necessary to actually edit/add/delete
files and folders. From an administration POV it's good to keep the
settings as simple as possible.
The extra permissions were probably created by me, stumbling around
trying to fix an early problem. I was trying to make the zh folder
permissions similar to the de folder. I agree that things should be as
simple as possible (but no simpler :-) ). Thanks for cleaning up my mess.
For the admins, the set of instructions I followed are here:

If Pui Lam doesn't have any problems with the Chinese folder, I'd like
to move these instructions to the management folder and keep using
them in the future.
My goal when making these was to find the simplest set of rules that
would allow people to work. Hopefully this will make the language
folders harder to break and easier to fix.
+1
