I agree, and my intention was not to start a war of reference books. I
was simply
trying to understand the decision as a new member of the group. I'm not
suggesting
changing to my preferred style.
I am currently editing part of the Draw guide, and I am using
sentence-style capitalization
as noted in the OOAuthors style guide.
Our style guide states that the other guides are "a complement" to it.
Maybe that needs to be worded more strongly to say that our style
guide "takes precedence" over the others. We could also add notations
about what topics each one is recommended for.
I think the style guide is clear the way it is.
