I like this style guide, and I like the description in the introduction:

This seems like a pretty obscure style guide. Can one buy this book? I can't find it.


The sixth edition (November 2004) of "IBM Style" is available online:

It calls for sentence-style headings "in most cases". The exception it gives is updating established documentation that has always had headline-style.
