Was the decision you refer to, Jonathon, to have separate folders
for the two types of documents, or about where to put the
folder(s)? At the moment the user guides and how-tos and
education resources etc are all under
http://OOoAuthors.org/en/Authors/...
so for consistency a separate tutorials folder should go there.
Moving all the other folders up one level in the hierarchy is not
a good idea, because a zillion external links to the user guide
chapters would break.
