The (English) "Style Guide for the OOo 2.0 User Guide" (see http://oooauthors.org/en/authors/userguide2/resources/style_guide_v2.0.sxw/file_view) specifies "toolbar", which is likely why it's used that way consistently in OOoAuthors chapters. That form is also recognized by various "real" dictionaries, including Merriam-Webster, American Heritage, and Compact Oxford.
You could submit an issue to have this word added to the spelling dictionary (http://qa.openoffice.org/issue_handling/pre_submission.html). As a workaround, you could add "toolbar" to your local dictionary.
