I have noted sometimes when OOo is first opened in XP the drag method doesn't work. When the stylist is opened it remembers it was floating and refuses to dock. However when I ctrl+dbl-clked on the grey area between the icons it docked. (Make sure you don't click on the outer border or title bar) If that doesn't work I'm afraid I'm not sure whats wrong.
