Yes, you did.
The process as described on the "howto_submit" didn't seem readily followable. By some trial and error, I was able to find an option to change the state to Submit.
Sometimes it doesn't work the way the instructions say. :-(
And I agree, the feedback folder is very cluttered with other versions of this document. I noticed the same thing but wasn't quite sure what to do about it.
When I get home later today I'll do some folder cleanup, moving the older versions into the "Old Files" folder. I do this every now and then,
