Jean & Gary, A little more experimentation revealed that I can actually create files of type 'document'. The problem is that if the HTML code contains any hyperlinks, I get this error when I try to save it:
Insufficient Privileges You do not have sufficient privileges to view this page. This happens even if the link only points to a location in the current document. For example, the following fragment is not accepted unless I delete the first line: <a href="#review">Instructions for reviewers</a> <h1> <a name="review"></a>Instructions for reviewers </h1> Note that this code is used in the existing page "How the review process works", and it works fine. But if I copy the code for that page and then try to save it, it will not be accepted -- even if I didn't change anything! (To keep things simple, I have performed these tests using my home page and files I create in my home folder.) Hope that helps to pinpoint the problem. P.S. Gary, I am not ignoring your offer for the workaround.
