indicate what the cross reference text will be as well as to denote user
inputs.
As I wrote before, I would not mind having some guidance in the
template and
a character style (so we use only one shade of blue).

The writer/editor could include in the exposition at hand just what the
various color(s) is/are used for. Then, no universal rule need be
applied, or even be considered in the absence of any conventions. Just
have that colored instance stand on its own merits for the immediate
case. This would afford individual writers another useful tool--as long
as they don't conflict with any standard usage.
