Isn't it rather because the discrepancies are small enough for most tasks and/or only require relatively painless workarounds ?

As a translator I systematically work with OOo and OmegaT, check the OOo file and only then convert and deliver without doing much final checking on the Word file. Most problems are already documented bugs for which I have found workarounds (like tables in tables cells in Word/Writer) and I have yet to hear a complaint from a customer.

It's not the time it takes to rectify them.

A user might not be aware of them (while in a DOC format) that appear OK while using Writer but appearing quite differently when viewed in Word. So, an unaware user might just assume that everything is hunky-dory because the doc looked OK while using Writer and didn't check it using Word--until somebody later notices the "features"...
