The "Getting started Guide" is on oooauthors, if you're talking about the
guide with several single chapters (each chapter is an own document).
There is also a "big" document, written by G. R. Singleton, (it is also
called "Getting started Guide"), that is hosted on the OOo website.

OOoauthors was initially founded for making collaboration work easier. On
the OOo website you need to transmit a private key, and you need to have
CVS access. For oooauthors, you just need to register and the "author
role", then you can upload files, and others can review your documents.
Documentation from oooauthors is also published on the OOo website. It's a
lot easier. For having CVS-access you  need to use a SSH-tunnel. Nowadays
collaboration is a lot easier on the ooo website too, since the project
has started to use a wiki.
