The German text reads: 
Unter Linux müssen Sie dazu gleichzeitig noch Strg-Taste gedrückt halten,
dabei rastet jedoch der Kreis am Raster ein (siehe nächster Punkt). Um das
wieder AUSzuschalten, müssen Sie vorher die Option „am Raster fangen“
EINschalten (eine Art Wechselschalter).   

I suggest as a translation, to be inserted on p5 of 0402DG, after the text:

Hold down the Alt key (together with the Shift key) to draw a
symmetrical ellipse (a circle) with the center point as the starting
point.

"Under Linux it is necessary to hold down both the Alt and Control keys at
the same time to achieve the above result. If "Snap to grid" is not
enabled, this will have the effect of turning it on (in addition to
drawing a circle with the center point as the starting point). To disable
the snap, turn it on before drawing the circle, View > Grid > Snap to
Grid. By enabling it in the view menu and activating it with the Ctrl key
you actually disable the snap feature."
