Both chapters could benefit from moving some pictures in order to
avoid massive blank spaces at the end of some of the pages. I think
that in some cases it woud be acceptable to have the figures a bit
further away from the text where they are discussed if it helps making
the pagination nicer. Alternatively we could use wrapping of the text
around the pictures. I know it is a pain, but sometimes (e.g. when the
figure is very small) it could make sense.

Maybe, there could be two different formatted versions--one with
wrapping for the PDFs (single chapters or the book form) and a general
layout that could be used for other formats. Why not play with it for a
while and see?
Incorporate whatever new or modified styles you need, too. You might
even try using justified text flow and/or automatic hyphenation, and see
how that works. I use those most of the time myself because I never
really liked having the ragged right edges. But others like that. Having
two separate sets of styles is what styles are about anyway.
Maybe others might express their own views. But still keep most of the
original formatting for the other formatted version--except for the
smaller font sizing.
