There is a policy on the OOo website, that documentation should use the
PDL for making it easier to reuse parts of texts in other documentations.
When OOoAuthors switched to the GPL/CC license, there was an issue, that
translations couldn't be reused in other documents. The PDL requires that
you keep track of changes in a document (can be done easily by using CVS
or something similar) but this isn't possible (or at least not as easy as
with CVS) with Plone. So the members of this list decided to allow the
reuse of documentation created here as "initial writing" (this means,
you don't have to keep track of the changes and who edited what and so
on...)

In the germanophone team, we added this to the template, we're using. So
there is no problem with putting both the odt and pdf files on the OOo
website.

I hope, that this gives you some background and makes the things clear.

Sigrid
