One would normally use a First Page style (or similar) for the first page of a new chapter. This style is usually set to be on a right-hand page only. One way you tell OOo to use that page style is through the heading paragraph style, as you mentioned.

You might want some front matter items to be forced onto right-hand pages -- Acknowledgements, perhaps, or Dedication. The Front Matter First style also is usually set up to be on a right-hand page only.
