So you have two possibilities to configure a web portal like http://oooauthors.org. Each software has its own configuration, so you are able to configure them separately. ACL is an acronym for http://en.wikipedia.org/wiki/Access_control_list. In this case (acl-group) you can "finetune" the access of a user (or the group) to the plone interface. But please do not asked me, why there is not only one possibility to configure an CMS like plone ... ;) I hope, I understood it right (and have explained it good enough ... ;) ).
