Why would the Feedback folder be different from the Draft folder in
character? I betcha that I could create a different, brand-new folder,
and that one would work OK for whatever we do. But again, maybe I'm off

There is no difference in the behaviour of the folders, existing or new.
The only issue (which applies to all folders) is that the contents were
copied to the new Plone instance several weeks ago.
Therefore, any new files -- and new folders -- that are placed in the
current instance must be copied to the new instance as well. As people
don't always tell the list (or me directly) that they've added files or
folders, then I won't know to copy them.
In another note, I've given the temporary address of the new instance,
so others can take care of uploading their own files. The directory
structure is the same as the current one.
