Leo Moons asked for a roadmap on how a document is going from one status
to the next. Here is what I understand about the file states and actions.
When a file is first created, it has the state 'internal draft'. This is
the same as 'visible' on the old site.
Choose 'submit for publication' to change it to 'pending review'.
OR
Choose 'publish internally' to change it to 'internally published'. I am
not sure what is the purpose of 'internally published' or who can see
those files; that state may be irrelevant to our workflow.
When a file is 'pending review', you can...
Choose 'retract' to change it to 'internal draft'.
OR (for people with the permission to do it)
Choose 'publish externally' to change it to 'externally visible'. Now
anyone can see it, even if not logged in.
OR
Choose 'publish internally' to change it to 'internally published' (see
note above).
OR
I don't know what 'send back' is for, but I don't think we use it.
