This issue has been around for awhile. I thought it had been fixed at one point, but it has not been working in recent releases. It affects the compilation of our user guides, requiring a lot of manual checking and fixing of numbered lists.

The basic issue is that when CUSTOM numbering styles are used for lists, the first item in the first list in a file does not retain a "restart at 1" setting when the file is saved. When files are used standalone, this isn't a problem, but when they are combined (as in a master document), the first list in each chapter continues numbering from the last list in the previous chapter and must be manually changed.

We really need this fixed, so please vote.

BTW, this is only one of a series of issues related to to the use of custom styles, several of which cause us hassles.
