Counting: votes are counted dynamically; the total shows on the issue
itself.
Reset: in the sense I think you mean, they aren't. You can withdraw a
vote for a particular issue. In theory, when an issue is fixed and
released, your vote for it should then become available. In practice, I
don't know, because that never happens </cynicism>.
Actually, I have some hope that one of my favorites, displaying the
space(s) at the end of a line, will be implemented Real Soon Now, which
would give me a vote back. But DHYB.
