Not on my system. If I try to drag-and-drop into a built-in theme, the
image is rejected. If I use the Properties dialog for the theme, there
is no Files page. Is this different on your system?

I did some additional investigation on how Leo could have done this,
and I discovered I was wrong in my first analysis. Each one of the theme
folders is contained in its own separate file: a SDG file (the Draw file
format). There are some other files which are associated with each of
these SDG files. Likely, these have to be modified when adding or
removing an image from one of these theme folders. "My Themes" is
designed to accept a new graphic using drag and drop but the others are
not as near as I can tell. Perhaps Leo can tell us.

this should behave like all operations that are dependant on user
permissions.
As a normal user, you can add new images to the folders that are in your
user directory. "My Themes" is located there, and any new themes you
create, too.
As root or Admin, you can add and create images and folders also in the
share directory, which would then be available as read-only for all
normal users.
Did not test this for Gallery, but this is how it should happen, for
Gallery, AutoTexts, Macros and so on.
