Use the Oxford (Harvard) serial comma. Confer the Wikipedia on serial
commas, if you need any help (which I doubt you do...).
The newspapers generally do not follow that practice, which probably
goes back to their time in the past in an attempt to save a character
for their narrow columns. Ditto for narrow newspaper typefaces such as
Times or Times New Roman.
