I think you may be looking at an old version of the manual.  The
current version says this:

In code portable to both traditional and modern Awk, @code{FS} must be a
string containing just one ordinary character, and similarly for the
field-separator argument to @code{split}.

it's the latest version available online on gnu.org but *you* might be looking at some "newer" version of the manual :)

I'll rebuild my copy of the manual from the Git repo then.
