The second says that translators will translate the "`" string to an opening quote and "'" to a closing quote. They will translate "'%s'" to "<LQ>%s<RQ>" (where LQ and RQ are opening and closing quotes).

Example:

    "`"     ->      "ā€˜"
    "'"     ->      "’"
    "'%s'"  ->      "ā€˜%s’"

The problem is simply that when you're translating a single quote, using "'" is ambiguous.
