opening quote and "'" to a closing quote. They will translate "'%s'" to
"<LQ>%s<RQ>" (where LQ and RQ are opening and closing quotes).
Example:
"`" -> "ā"
"'" -> "ā"
"'%s'" -> "ā%sā"
The problem is simply that when you're translating a single quote, using
"'" is ambiguous.
