I.E. sysconfdir is currently targeted to package configuration and not a system
initialization configuration.  Of course you can then get into the semantics of
a system is a package but not all packages are systems.

So, given that, what might be needed is more an $(osinitprefix) variable that
is set by default to /etc/local and the appropriate switches to control that.
