I stand by what I have said. On most machines there is no reason to limit access to floppies to root. This setting may be better on a small fraction of machines which are used by a number of people who don't really trust each other, but it is not useful for personal machines, and it causes trouble for beginners. Defaults should be set up to be convenient for beginners who don't know enough to change them. When beginners set up GNU/Linux machines, they are normally personal machines, so the defaults should be good for them. People installing a machine for multi-user use ought to know enough to change the defaults.
