For those two features (JAAS and proxys) definitely +1.
I do think the framework and logkit should be 1.2 compatible.  Excalibur
should also be 1.2 compatible until we find something where we need 1.3
capabilities.

For the other three projects (Phoenix, Cornerstone, and Testlet), I think
1.3 is definitely worth it.  +1
