[VOTE] Release Framework/Excalibur Final Release

Framework and Excalibur are very stable products, and to boot,
they are well tested.  I think the documentation on the site
is very good for a Open Source project, so I propose to
create a final release for Framework/Excalibur 4.0.

The build process should be stable now.

Also, since this is the final release, I want to raise awareness
about it.  That means if you have a site that you would like to
see included in the announcement list, please append it here.
