IMO it won't help though, since the problem doesn't lie in the code, but in the people.

I'm talking mostly about Jakarta Commons, that has already accepted much
of our code, and can still accept many of the packages we have in
Excalibur.
moving code around is just that - moving code around.
No, this is about putting the code where there are people who will maintain and enhance it, care for it. That's why I want concrete solutions to where the codebases go: not where phisically but to which projects-communities.
