If that is the desired behavior, it ought to be documented, and implemented.
Consider this comment from Forrest: "For an XML file to be valid, it must
have a DOCTYPE declaration at the top, indicating its content type. Hence by
default, any Forrest-processed XML file that lacks a DOCTYPE declaration
will cause the build to break."
