Group, do we want to make this change to Phoenix? I'm +1 on it, it just
has implications for all of our users in that they must create (at
minimum) RELAX-NG schema to describe the configuration.

oh - I thought schema validation would only validate if schema was present?

the current implementation has it attempting to validate configuration for all blocks and failing if no schema is found. behavior that can easily be changed.
