No particular reason, other than the original developer probably uses Phoenix 
and thus wrote it for that. 

You are correct, un-phoenixizing sevak would be very simple. Patches welcome 
:)

Yes, that is the goal. 

As for the current status, I'm not sure. The last big blowout discussion on 
the containerkit bits was over things like BlockContext, so we'll see :)
