This is an implementation detail of the AVRs you don't need to care
for.  avrdude.conf hides that for you.

Nope, they are chip-dependent.  In avrdude, they form a memory space
of its own.  It's best to go into terminal mode (avrdude ... -t),
and then type "cal" to see them.
